Management Proposals
Lambeth council invited expressions of interest in running the Lido
(see the invitation document) in May 2002.
Responses have been short listed by a meeting with BLU representatives. All short-listed responses are summarised below.
BLU members discussed the merits of proposals and members' criteria for selection of a final tender
at our meeting on Saturday 5 October.
Comments received at the meeting and in writing by 15 October 2002 were passed on to the Lambeth Steering Committee considering proposals.
There will be a further consultation when 'best and final' proposals are received.
Scheme A
This scheme proposes the establishment of a charitable "not for profit" trust to operate the Lido.
The trust would sub contract the day-to-day management of the Lido to a management organisation.
The trust would take a long lease (99 years) on the Lido and land immediately adjacent to the Lido
on the car park side.
The trust would then sub lease this land to a developer for the development of
a doctor's surgery and a possible mix of physiotherapy, sports injury, nursery,
family planning and dentist facilities. The overall development, which would be
immediately adjacent to, and an extension of, the Lido on the car park side would be between
20,000ft² and 30,000ft². The rental return from these new facilities will fund the capital
cost of the development, provide a profit for the developer, and generate a return to the trust which
should be adequate to enable the trust to maintain and fund the operation of the Lido.
Scheme B
This scheme is limited to the internal footprint of the Lido itself. It proposes the extension and refurbishment
of the existing poolside structures on one side of the pool, creating space for health and fitness, meeting rooms,
crèche/nursery, studios, dry changing, sauna/steam and new swimming pool changing facilities. The scheme will be
funded and the Lido operated by an existing "not for profit" organisation experienced in the management of community
leisure facilities. The management would be according to a specification agreed by the Brockwell Park Lido Steering
Group. The Lido would be leased to the organisation for 25 years. The revenue generated from the additional facilities
would enable the Lido to operate on a self-sustaining basis over this period.
Scheme C
This scheme proposes the creation of a "not for profit" charitable trust to operate the Lido.
The trust would decorate and improve the existing facilities, creating more rooms, introduce solar heating to the pool,
introduce a winter ice rink, weekend craft market, weekend entrance fee, and a "pay and display" system in the car park.
Capital would be raised by applying for grants and by operating the Lido more effectively and efficiently. The playing
fields changing rooms would be let for a day care nursery, and charity and other not for profit office space.
This scheme envisages that the above would raise adequate revenue and capital to sustain the Lido's operation and maintenance.
The three schemes are currently in outline only and need more work to determine their ultimate viability and acceptability.
This includes the proposers:
- Developing robust business plans
- Preparing detailed architectural plans and capital estimates
- Addressing planning issues
- Formalising arrangements between the partners involved in the scheme
The Brockwell Park Steering Group, with three BLU representatives, needs to:
- Agree the output specification for the management of the Lido.
- Address the issue of the establishment of a Trust being proposed by two of the schemes and any conflict of interests with Steering Group members.
- Finalise evaluation criteria.
Following the above each of the organisations will then submit their Best and Final Offer.
The proposals will be consulted on in a manner to be agreed with the Steering Group.
The Preferred Bidder will then be chosen and any final negotiations conducted,
detailed planning permission gained, and formal contract close implemented.
Best and Final Offers will be submitted by 31 January 2003.
